PRIVATE INVESTIGATIONS

Surveillance

Discreet, professional observation and documentation for legal, civil, and investigative matters.
ProExpress Process provides surveillance services designed to help document activity, verify information, and support lawful investigative objectives.
Assignments are conducted with an emphasis on discretion, accurate documentation, and clear reporting so clients receive useful information they can evaluate and use appropriately.
📘 What Is Surveillance?
Surveillance is the lawful observation of a person, location, vehicle, or activity for the purpose of documenting relevant behavior, movements, interactions, or patterns.
Surveillance may be used when a client needs independent observations to help verify information, document activity, support litigation, or develop additional investigative leads.
Depending on the assignment, investigators may document:
📍 Locations visited
🕒 Dates and times
🚗 Vehicle movements
👤 Individuals observed
🏢 Businesses or properties visited
🤝 Meetings or interactions
📸 Photographs or video when lawful and appropriate
📝 Relevant observations and activity patterns
The purpose is to provide objective documentation of what is observed—not assumptions about what may be happening.
🎯 When Surveillance May Be Useful

Surveillance may assist with a variety of lawful investigative matters.

⚖️ Litigation Support
Observation may help document facts or activities relevant to an existing or anticipated legal matter.

👨‍👩‍👧 Family-Law Matters
Surveillance may be used in certain family-law matters where documented activity or behavior is relevant to the client's legal concerns.

💼 Employment & Business Matters
Businesses or attorneys may request surveillance when they need independent documentation relating to specific activities, locations, or conduct.

🏠 Residency & Location Verification
Observation may help determine whether an individual appears to reside at, regularly visit, or maintain a connection with a particular location.

🚗 Activity & Movement Documentation
Surveillance may document movements between locations, recurring destinations, or observable activity over a defined period.

🔎 Difficult-to-Locate Subjects
Surveillance can sometimes support efforts to identify patterns that may help locate or serve an individual.

⚖️ Process Service Support
In difficult-service assignments, surveillance may help determine when a subject is likely to be present at a residence, workplace, or other known location.

👁️ What We May Observe
Depending on the lawful objective of the investigation, surveillance may focus on:

🏠 Residential Activity
Observable activity associated with a residence, including arrivals, departures, and patterns of occupancy.

🏢 Workplace Activity
Observable activity connected with a known workplace, business, or professional location.

🚗 Vehicle Activity
Vehicles associated with the subject and their observable movements between public locations.

📍 Location Patterns
Places a subject is observed visiting during the surveillance period.

🤝 Interactions
Observable meetings or interactions with other individuals in places where the activity can lawfully be observed.

🕒 Routine & Timing
Recurring patterns such as departure times, return times, workplace schedules, or other observable routines.
📸 Surveillance Documentation
Surveillance is most useful when observations are clearly documented.
Depending on the assignment and circumstances, documentation may include:
🕒 Date and time entries
📍 Locations observed
🚗 Vehicle descriptions
👤 Subject descriptions
📝 Chronological activity notes
📸 Photographs when lawful and practical
🎥 Video when lawful and practical
🗺️ Movement between locations
📑 Investigator observations
✅ Summary of relevant findings
The final report is designed to distinguish direct observations from interpretation.
🔄 How the Surveillance Process Works
1️⃣ Consultation & Case Review
Provide the reason for the investigation, relevant background information, subject details, known addresses, vehicles, schedules, and specific objectives.

2️⃣ Investigative Planning
We review the available information and determine an appropriate surveillance strategy based on location, timing, objectives, and available leads.

3️⃣ Surveillance Begins
The investigator conducts observation from lawful locations while attempting to remain discreet and avoid interfering with the subject's activities.

4️⃣ Activity Is Documented
Relevant movements, locations, interactions, and observable activity are recorded as the assignment progresses.

5️⃣ Findings Are Reviewed
The information gathered is organized and evaluated against the objectives of the assignment.

6️⃣ Report Is Provided
The client receives a summary of relevant observations along with supporting documentation when applicable.
⏱️ Surveillance Time Blocks
Surveillance is typically conducted in scheduled blocks of investigative time.
The appropriate length depends on:
📍 Location
🕒 Known schedule
🎯 Investigative objective
🚗 Subject movement
📅 Dates and deadlines
🔎 Information already available
Some assignments may require only a short targeted period, while others may require multiple surveillance sessions across different days or times.
Additional surveillance may be recommended when the initial period does not provide enough information to answer the investigative question.
🔎 Pre-Surveillance Research
Good surveillance usually begins before the investigator arrives in the field.
Depending on the assignment, preliminary research may include:
📍 Address verification
🏠 Property information
🚗 Vehicle information when lawfully available
🏢 Business affiliations
📞 Contact information
🧭 Location research
📑 Relevant public records
This helps reduce unnecessary field time and improves the likelihood of positioning surveillance at the correct location.
🚗 Mobile Surveillance
When a subject leaves a location, mobile surveillance may be used to continue documenting activity where it can be done safely and lawfully.
This may involve documenting:
📍 Destinations
🕒 Arrival and departure times
🚗 Vehicle movements
🏢 Businesses or locations visited
🤝 Observable interactions
Investigators will not engage in unsafe driving or unlawful activity in an attempt to maintain visual contact.
Losing sight of a subject is sometimes unavoidable and does not necessarily indicate that the investigation was unsuccessful.
📑 What You Receive
Depending on the assignment, clients may receive:
✅ Surveillance activity log
🕒 Dates and timestamps
📍 Location information
🚗 Vehicle observations
👤 Subject observations
📸 Photographs when available
🎥 Video when available
📝 Investigator notes
📄 Written investigative summary
➡️ Recommendations for additional investigation when appropriate
The amount of information obtained depends on the activity observed during the surveillance period.
⚠️ What Surveillance Cannot Guarantee
Surveillance documents observable activity during the time an investigator is present.
It cannot guarantee that:
•    The subject will appear
•    A specific activity will occur
•    The subject will remain at one location
•    Every movement can be continuously observed
•    A particular allegation will be confirmed
•    A predetermined conclusion will be reached
An investigator's responsibility is to document what actually occurs, including situations where little or no relevant activity is observed.
🕵️ Surveillance + Other Investigative Services
Surveillance can be more effective when supported by additional investigative resources.
Depending on the matter, this may include:

🔎 Skip Tracing
Helping identify current addresses or likely locations before surveillance begins.

📍 Address Verification
Determining whether a subject appears connected with a particular residence or location.

🏢 Business & Employment Research
Identifying potential workplaces or business affiliations that may assist with investigative planning.

⚖️ Process Service
Using documented activity patterns to improve the timing of difficult or evasive service attempts.

📑 Public-Record Research
Developing additional background information relevant to the investigative objective.
🔐 Discreet & Lawful Investigations
Surveillance assignments are conducted for lawful purposes and within applicable legal and licensing requirements.
Investigators do not:
❌ Trespass on private property
❌ Enter restricted areas without authorization
❌ Use unlawful tracking methods
❌ Obtain information through illegal access
❌ Harass or confront subjects as part of routine surveillance
❌ Guarantee a particular investigative outcome
Surveillance generally focuses on activities that can lawfully be observed from public or otherwise authorized locations.
❓ Frequently Asked Questions
Will the subject know they are being watched?
Surveillance is conducted discreetly, but no investigator can guarantee that a subject will never notice surveillance activity.
Can you follow someone in a vehicle?
Mobile surveillance may be used when appropriate and lawful. Safety and compliance with traffic laws take priority over maintaining continuous visual contact.
Will I receive photographs or video?
When lawful, practical, and relevant, photographs or video may be captured. However, surveillance conditions do not always allow useful visual documentation.
How many hours of surveillance should I purchase?
That depends on the objective, known schedule, location, and subject activity. A targeted time block may be sufficient in some cases, while other matters require multiple sessions.
What happens if nothing occurs during surveillance?
The investigator documents the lack of relevant activity during the surveillance period. No responsible investigator can guarantee that a specific event will occur.
Can surveillance help with difficult process service?
Yes. Surveillance may help establish patterns regarding when a subject is present at a residence, workplace, or other known location.
Can you place a GPS tracker on someone's vehicle?
Tracking-device use is subject to significant legal restrictions and depends on factors such as ownership, consent, and applicable law. It is not treated as a standard surveillance service.
Can you enter private property to get better footage?
No. Surveillance does not authorize trespassing or unlawful entry onto private property.
